The Environmental Registry is a proposed resource for describing the conditions that shape performance.
It asks: what conditions make a task easier, harder, safer, less accessible, or more cognitively demanding?
Environment is not background. It can change whether a person can use existing capacity.
Environmental Conditions
Relevant conditions may be physical, temporal, social, organisational, technological, cultural, or normative.
Noise, lighting, interruption, time pressure, unclear rules, stigma, poor interface design, social threat, inaccessible language, and lack of support can all affect performance.
Example
Consider an online public-benefits application.
The barrier may not be the person’s capacity. It may be the long form, timeout, unclear eligibility language, lack of save-and-return, inaccessible error messages, or absence of human help.
The task may require working memory, reading comprehension, sequencing, error recovery, and emotional persistence under stress.
If performance is interpreted without environmental context, the person may be blamed for a failure created by the system.
